Relationship: Manny is close with Richard Reagan, though one wouldn't really guess that from Richard's disdain towards everything. He's also on good terms with Daniel Collins, his nephew.
Personality:
A cheerful, portly man with a tendency to crack jokes and make light of things. He's best described as a fun, weird and lovable uncle. Most find it hard to believe that he's actually the Chief of the Aster City Police Department, often deeming him foolish and incompetent. In truth, he's much more intelligent than he lets on and is well aware of major affairs going around within the city. Though jovial by nature, his wisecracking personality is partially a means of maintaining positive relationships with other people and organizations outside of the department. This is especially important since he's accepted that the police force just isn't involved as much as they were in the past. He understands (and maybe shares) Richard's frustrations of being outclassed, but Manny's tried to take the changes in stride. He looks at the positive side of things, viewing the department's lighter workload as a blessing and is more than happy for his officers to be out of harm's way.
Powers:
A normal human best equipped to deal with other normal people. Though he looks like he's out of shape, he's still capable of utilizing his self defense training when needed. This usually encompasses things like restraining suspects or disarming foes. Admittedly, he's not entirely fit, but he makes up for it with better than average strength. As an officer, he also has the standard issued equipment: A gun and revolver, handcuffs, taser and bulletproof vest.
His strongest quality is his charisma. Knowing that the police department is mostly regulated to smaller matters and clean up duty, Manny uses his unassuming personality to maintain positive relationships. Most people are normally wary about having connections to the police, but with Manny's friendly, assuming front (and bumbling appearance), people are more inclined to trust him. Whether or not because they think he's too incompetent or genuinely enjoy his company, Manny uses these connections to create networks of information.
History:
Manny was most likely a troublemaker and a wildcard in his youth. Though he still has some traces of this, he's long since mellowed out. His history often helps him when dealing with other young folk going through a rebellious or troubled phase.

Anything else:
- He actually helped Daniel settle down in Aster City.
- He originally debuted in a wrestling AU as Daniel's manager. He was far more wild in this iteration.
