A dour old man and veteran cop, Richard's humor is often grim and sarcastic. Once a top officer in his youth, he's since grown jaded with life in Aster City after the surge of magic and superhumans made the police force look near incompetent. He usually appears apathetic in both facial expression and tone. He's more than willing to say what's on his mind, though it tends to be blunt, condescending or sarcastic. His minimal effort mannerisms and informal tone makes it seem like he's just going through the motions of everyday life.
Despite his bitter exterior, Richard still holds deep pride in his job. Years of drastic change have simply taught him to look at things from a harsh, realistic perspective. He hasn't entirely given up on the force's duty to protect and serve, though he'll still grumble about it. Yet, even with slow work, his skills are still sharp as ever - if he ever finds the opportunity to use them, that is.

A normal human best equipped to deal with other normal people. Thanks to at least 20 years on the force, Richard has experience thinking along the lines of a criminal mind. He can generally deduce someone's actions or motives when trying to investigate a case. Of course, he can't entirely predict why or how someone has done something, but he can at least draw up multiple conclusions and possibilities.
Though he looks old and tired, Richard's managed to stay in decent physical shape. He also has exceptional reaction time and split second decision making due to years of experience on the field. He's mostly trained in situational self defense, though he's supplemented his training with Krav Maga, a military self-defense art. Most of his maneuvers focus on self-defense or restraining a person, such as disarming someone's weapon or escaping (and even reversing) a chokehold.
Standard issue gun + Revolver
A standard gun kept in a holster on Richard's belt. The gun is loaded with a clip of 12 rounds plus one. He keeps an extra 2 clips at his belt, having 37 rounds total on his person. He also carries a revolver with 5 shots as back up in the event that he loses his primary weapon.
Standard issue handcuffs
A pair of adjustable metal handcuffs meant to restrain suspects or hostile persons, which Richard has the key for.
Taser
Richard's less lethal means of subduing a suspect, it launches two wires to administer a stunning shock. He usually only resorts to this after trying to talk someone down and they continue to be a threat.
Bullet proof vest
A standard, padded black vest meant to cushion gunfire attacks. It doesn't entirely provide the body with protection, but it does cover the torso area where Richard's vital organs are. He typically doesn't wear it unless assigned somewhere on guard duty or sent to an area where one actively expects danger.
History:
Richard joined Aster City Police Department at least 20 years ago, if not more. He carried himself with great pride and an incredible sense of duty, proving himself to be one of the department's best. From taking on the smallest tasks to handling the most dire of situations, he was viewed as the ideal officer.
Unfortunately, his once shining personality has been dulled into no more than a bitter man.
Since the city was originally founded on the principal desire for humans to coexist with magical beings, it was only natural that the haven would attract other extraordinary people and creatures. The police department coexisted with these sorts well enough for a time, but it wasn't without problems. While both sides were more than willing to lend each other a hand, there was a slow rise of people using their abilities to become self proclaimed heroes or villains.
Richard could only watch the chaos unfold. Depending on their powers, he would witness villains easily outsmart or overwhelm the police, or watch heroes thoughtlessly interfere with his work or cause massive collateral damage in their pursuit for justice. Though he was patient, it happened time and time again. The criminals were virtually free to do what they pleased and the heroes would argue that the police weren't doing enough to stop them, claiming that's why they needed to take matters into their own hands. It was an annoying cycle, and when Richard realized there was no escaping it, his optimism slowly whittled away into frustration and anger.
As the population of people and beings with special abilities grew, Richard eventually accepted that the police department was simply outclassed. His anger had since hardened into jaded cynicism, and depression no doubt took hold as well. The passage of time had only increased his disdain for those with magic and powers, and it didn't help matters that the department had lost several officers to them. As a man who now seemed to hate his job, it was almost ironic that Richard was one of the few survivors who hadn't yet retired. His only comrade in the same boat was Manny Reynolds, the current Chief of Police.
Even though Manny knew Richard's humor had grown dark, the chief had a growing concern over one too many of his deadpan suicide jokes. It was because of this that Manny decided to partner him up with Millie Summers, a rookie officer with an excitable, eager disposition. Richard himself hasn't been too pleased with the arrangement, but at the very least... it's been something to occupy his attention for the time being.

- This is technically Izzack's character! He created Richard Reagan alongside my character Millie Summers, but I was given permission to write up Richard's profile.
- He's usually seen with a coffee. He also has a pair of aviator shades he wears, sometimes for intimidation.
- He's rumored among the department to be able to get a confession out of anyone, though lately these confessions have been about who didn't clean up their mess in the break room or other mundane happenings in the office. (The culprit is usually Manny or Millie.)
- Richard sometimes spends his downtime at work looking over old case files that have gone cold. It's mostly a means of challenging himself to see if can figure out what happened.
- He also seems to be casually looking into some strange coincidences, mostly piecing together a strange connection many people seem to have to Johnathan O'Connor...
- Millie's profile mentions she was saved by an Aster City police officer about 15 years ago. Richard is actually that same officer, though neither him or Millie know this. He only realizes it once Millie mentions the story, though he says nothing about it to her.
