Race: Human
Home: Unknown; currently stationed in Aster City
Alliance: The Shadowstep
Alignment: Chaotic Neutral
Friends: Ryusei, Kiai, Lepa

Relationship: He's probably Ryusei's closest ally, having worked with him in a well known four man unit in the Shadowstep. He's amused with Kiai antics and took Lepa on as his charge.
Personality:
Kind yet disciplined, Fei Yen is a diplomatic sort who would rather use his abilities of espionage to solve conflict long before parties came to blows. That isn't to say he's a pacifist; he's more than willing to fight and kill if needed and can do so with little hesitation. Still, in spite of this training, Fei Yen does his best to remain as compassionate and understanding as he can. He dislikes some of the tasks he's asked to carry out, but understands some questionable actions must be carried out for the greater good. His capability of balancing his secret life with a normal one makes it all the more easier for him to blend into society and gather information on others.
Powers:
Shadowstep
The signature ability and namesake of the Shadowstep, it is a special, ancient technique. It requires intense focus and acute awareness, but it allows the user to completely meld into the shadows, erasing their presence entirely. This is mostly used for sneaking by foes, ambush attacks or intelligence gathering. The major drawback is that the user must be in darkness or shadow to conceal themselves. The slightest bit of light will reveal their presence.
Shadowstep Arts
Fei Yen has spent years of training under the secret organization from a young age. This allowed him to develop exceptional agility and reaction time. He is nimble enough to navigate around most environments in a fight. He also has decent accuracy and can strike moving targets from afar if he holds still and focuses, though he doesn't normally use projectiles. He also has a grappling hook that he can launch and fire for movement in the city, as well as a sickle used for clinging to and climbing walls. Though trained in hand combat, most of his techniques involve his weapon.
Weapon: Shirotsume (白爪) - "White Talons"
A personalized blade specially crafted and issued by the Shadowstep. When not in use, the weapon appears as a double sided blade usually mounted on his belt. When Fei Yen fights with it, he splits it in two, holding each like a tonfa stick. When defending, he can recombine them into the double headed blade and spin it to deflect attacks. He can also throw it like a boomerang and have it return to him. Whenever either blade is swung, it releases a high pitched "shing" sound.
Weaknesses:
Fei Yen prefers to travel light in order to maximize his speed, so he lacks armor to properly protect himself. Conventional weapons can and will hurt him if he's hit, which is easier to do if he's forced to hold still. His fighting style requires him to fight up close, so his best defense is a good offense. He typically relies on his weapon, but when he uses it as a boomerang projectile, he's left open to attack until it comes back. His weapon is also large and covers a wide range up close, so it can be difficult to use it in a crowded area when trying to avoid harming innocents. The sound of his weapon being swung can also give his position away.
History:
The Shadowstep is a secret organization dedicated to overseeing the world's affairs. Said to be descended from a centuries old clan of ninja that once sealed off a great evil, they've since become an intelligence gathering network, but aren't above secretly intervening in world events.
Currently the youngest member of the Shadowstep to hold his high ranking, Fei Yen's feat is impressive simply because he can balance his work life from his personal life. Though a highly capable agent, he's managed to avoid making it his sole purpose, making him more flexible in missions. This serves as a double edged sword however, as he endangers any he grows close to, making it all the more impressive that he's managed to sustain a normal life.
Fei Yen was one day met by the current head of the prestigious Kurozuru family. Believed to have been the original ninja clan that founded the Shadowstep, Kurozuru recounted the well known fact that his original ancestor was responsible for releasing the evil being known as the Dark Master. It was his ancestor's younger brother who rallied the rest of the clan to defeat him and the evil being, killing the traitor and sealing the Dark Master for years to come. Since then, the Kurozuru clan took responsibility and formed an alliance with other clans. Together, they formed the Shadowstep in hopes of guarding the sealed evil and seeing that it was never released again.
Kurozuru explained to Fei Yen that the Dark Master's hidden location had been compromised. Claiming several Shadowstep had gone rogue in hopes of getting a taste of the evil being's power, Kurozuru requested that Fei Yen head out and stop them. He obeyed with some hesitation, regretfully believing that several of his close comrades had betrayed the Shadowstep for their own ambitions.
Fei Yen had cut down most of the rogues, finally confronting Ryusei in the final chamber where the Dark Master was sealed. The two fought until Fei Yen realized he'd been fooled; the others had been sent to the chambers to protect the seal, believing that several rogue Shadowstep would attempt to release the Dark Master. Ryusei himself wasn't assigned to the task, but he'd come along anyway with a sneaking suspicion that something was wrong... and he was correct. In that moment, Kurozuru appeared, revealing himself to be the true traitor as he broke the seal.
Though Fei Yen and Ryusei were able to reseal the Dark Master, Kurozuru had managed to absorb some of the evil being's powers. With his new Dark Will, Kurozuru used his new powers to resurrect the Shadowstep that had been killed by Fei Yen. Kurozuru then escaped in the chaos as the two remaining ninja fought off their fallen allies.
Guilty over the lives he'd been fooled into taking, Fei Yen took it upon himself to hunt down Kurozuru for betraying the Shadowstep. The organization's leads brought him to Aster City, where they believed Kurozuru to be hiding. Though it took him ages to confirm this, Fei Yen finally managed to discover Kurozuru using his power. He'd corrupted a human into a monster, forcing them to attack a strange rabbit woman that Kurozuru believed to be a Shadowstep member. Fei Yen managed to save her at the cost of Kurozuru's escape. As he heard Kurozuru's declaration that she was good as dead, Fei Yen took it upon himself to take the woman in.
Frightened and confused, the woman protested, wanting nothing to do with whatever terrible horror she'd just witnessed. Fei Yen reluctantly explained the severity of the situation, leaving out the details of his organization. All she needed to know was that Kurozuru was a dangerous man. If she stuck with Fei Yen, then at least she'd have his protection if Kurozuru planned to attack her again. Without his protection... well, Fei Yen let the implications speak for itself. The woman reluctantly accepted his offer, warily introducing herself as Lepa.
Now with a charge in tow, Fei Yen continues his search for Kurozuru...
